Such records must include the number of containers and the contents of each container. 598.6 Underground Storage Tank Systems - Testing and Inspection. (a) Testing and inspection of auxiliary equipment. (1) Vents, pressure relief devices, instruments, alarms, anti overflow equipment, cathodic protection monitoring equipment, other monitoring equipment, warning alarms and safety systems must be inspected monthly. The equipment must be visually inspected for cleanliness, leaks, corrosion and operability. (2) The automatic line leak detector and cathodic system must be tested annually to ensure proper operation of the equipment to protect the corroded tank or pipeline. The cathodic protection system must be checked by qualified technicians to ensure that there is enough potential from the structure to the electrolyte to prevent corrosion. If any pipeline leakage detector or cathodic protection system fails to provide necessary protection, measures must be taken according to section 598.9 (a) (2) of this part. (b) Leakage detection of underground storage tank. From August 11, 1995, owners and operators must use one or more of the following methods to check the leakage of underground storage tanks: (1) If 1% of the flow plus 130 gallons of leakage is detected every month, and the leak tightness test is conducted once a year, inventory monitoring can be used. Inventory monitoring must be conducted in accordance with the standards specified in 40 CFR Section 280.43 (a) (see 598.1 [j] of this part). (2) The clearance space of the double wall tank can be monitored weekly using pressure monitoring, vacuum monitoring, electronic monitoring or manual sampling. (3) A steam well can be used to monitor the soil in the excavation area.
